Well imo pali owns DA in 1 on 1 speaking a Pali with Maj Heavy is pure ownage, remember he also has AI & ToL. And the DA's panther goes down really easy.

ai and tol? root him and go for a smoke or maybe summon another panther.
if he has maj heavy it will be easier. buffed panthers p.def isnt so low that means low dps char like tank still need some time to kill it. and you have aggresion/hate to make it even longer. iam not saying that PL suck. they are very close to each other in pvp. close in pvp but in pve PL fall behind.

He gets a Phoenix summon. I think the skill is 81 or 82.. I don't know more about it tho ;p
