you can obtain it by speaking with the suspicius merchants outside the Fortresses. It cost 1800 KE (if i rember correctly) and some adena :D

btw mastery is used to safe enchant skills but with great EXP + SP cost 8)

When i was 76 and 22% i tried to enhant my skills.

I enchanted 5 skill with 5 bog and i suddenly reialized taht i was 9%.

So yes on low rate server exp and especially SP realy counts.

You will need SP recovery scrolls for sure ;)

When i said safe enchant i meant that if it fails you wont have lvl0 skill but it will remain as before :)
