Also it says it cast a debuff with 80% efficiency if u get hit from an opposing pc. What debuff? Is it always the same or randomly choosed?

apella sets are obtained by sacrificing ur clan rep points
i think it casts wind shackle,root,sleep debuffs but im not sure.. i remember this cuz i remember the thread about the apella

Apella sets are accessible only with reputation points, but it's too expensive to make even one set.
I think you can buy each part of the set in rune near blacksmith.

In hellbound the Debuff was changed to a Self Buff. Don't know how it works.
