can someone tell me where to get Recipe : Outlaw's Eyepatch and Pirate's Eyepatch from. is it from any fish and if which lvl .I wanted to make 1 of those but I couldn't find which fish and it isn't in Clan Halls either

no fish gives recipes except for oil
the recipes you are looking for are sold at fisherman for colored scales

colored scales are specific items you can obtain during night fishing only and only with luminous bait.
