I am lvl 40 and I want to catch monsters that drop lvl 4 rec. What grade pole and lures must I get? What lvl of relling and pumping?

hmmm lvl 4 rec? At lvl 40 there are no rec's on fishing (i guess u are talking about accessory recs)

recs can be obtained through npc in the clan halls (ofcourse if this is turned on by clan leader for which it belongs)

The thing that I really want to know is, what items the fish drop?
Lets say I want party mask fabrics, do they drop at the highest level fishes or just at blue,yellow or orange ones?

90% of fishes are empty at me :(
