none ,but if have to choose - tales even if there's worse fails than eoa. Eoa has too dirty history and he is old as well.

l2tales is the most stable mid rate server for now, with 2k online, yes 2k online not 50 online like eoa

well i dont know anything about tales, but im playing eoa, and i can promise u it havent 50 ppl as someone said... its full of ppl, that's for sure, but im just giving info :P

I started a char on l2tales, looks nice for now. THe main thing im concerned with is the endgame donation, but doesnt look that bad for now.
