i was wondering if those 3 debuffs stack in meaning of element reduction
surrender to + vortex + main nuke enchant to "element vulnerability"

Surrender and vortex will stack.

Enchanting a nuke at Freya/High Five with 'attribute' vulnerability or something like that will decrease the target's corresponding attack attribute.
Prominence will decrease fire attack.
Hydro Blast will decrease water attack.
Hurricane will decrease wind attack.
So basically this enchant is useful for class based olympiad. Better off with +power or +attribute on nukes if you do more open PvP.

totally no relation with my question...
ok i put example
lets say we have sorc with prominense +fire vulner
can my enemy have fire fortex+ surrender to fire + promi -debuff same time?

Well if you mean having all the debuffs at once. Then I don't see why not, always stacked for me.
