well, ruoff theoretically is free, but the community and entourage makes u pay for premium account(PA)
First of all, PA gives u x2 exp instead of x1. With PA you and your party has a bit better drop.
W/o PA, you can`t login while srv is HIGH, while with PA you can.
Well, I have 2 friends playing w.o PA, but they`re going to make PA soon. It costs about 10-12 $.

Anyway, ruoff is the 'location' where the best l2 is
13 servers, all with 5k+ ppl online, while NCSoft has 2 servers with same online ~~
Also ruoff is always 1 step ahead with new updates. Ruoff is h5 for 3 months, ncsoft for 2 weeks.
