 Post subject: Subbed Tyrant: Can DD skills fail like subbed nuker/dagger?

As the title says, i guess they dont fail, just wanna ask to confirm this. I am wondering, if so far really only subbed DD classes like Tyrant have not their DD skills nerfed vs a high lvl mob or player and always hit/land, unlike nuker DD skills or Dagger blows. Im not talking about debuffs, just DD skills.
