Does dexterity affect skill usage speed and cirtical rate????

dex doesn't affect skill crit, go for +5 STR +4 CON -9 DEX

and yes, dex affect's the skill cast speed, (since dex is ur atkspeed, and atkspeed affects skillcast)

atk spd=faster casting of ur skills(dex=atk spd)
critrate is defined by STR not DEX
+5str+4con(same dyes as b4)
