abnormal are debuffs. like silence, root, sleep, hold, arrest, stun ... all that.
i know it from the smart cubic effect - cleanse. it cleanses everything ! (but it says that cleans all abnormal state conditions, not only mental)
but anywhay mental are those that affect mind : sleep, hold, anchor, silence ...

it doesn't affect stun, nor anchor
and it has a use against target-canceling attacks, erase, disarm, betray and other weird stuff

for other classes there are different effects, or at least that's what i've heard !

smart cubic does remove abnormal state, but not mental, that are not debuffs
abnormal state means buffs/debuffs that affects ur character temporarily
