except from RB drop i think that you can get them by trading your olympiad points or buy them from mechant mammon...not sure though :/

Mammon treider doesn't sell blessed enchant scrolls.only usual.
May be u can obtain them from any event.

Blessed Scrolls can only be obtained through some raid bosses or you can by them with your Olympiad Passes (Noblesse Gate Pass) from the Grand Olympiad Manager however it costs a lot of Nobless Passes.
