Any server starts low-populated, then if the new players stay they grow.
But if players just login and say "oh, it's low populated here" and logout, then these servers will unfortunately never grow.

The servers that Nekys mentionned all use L2DC as server software, which is probably the best and most complete server software available, it's months ahead of L2J and any of its derivatives.

Depends on what you call "low".
Any server with around 100 online is well populated, I do not need to explain this, if you do not understand it, then just don't bother playing there.

Of course most people expect 1000+ since day one. Unfortunately this is IMPOSSIBLE as someone has to be the 1st player. Of course, there are server which spend a lot of $$ to spam other server forums, advertise, DDoS other servers or are recently wiped or part of some big network and get 500+ in day one.

Astral World started legit and in nice population (250+ on day 1) but was later DDoS by some new server and some players left. Those left behind was disappointed by those who left, Lineage 2 is a team game, so some players followed their friends who left in 1st place.
I do not feel bad or any personal feeling for those who left or whatever. I want players that trust the server and not leave for any small excuse. I prefer 100 good and trusted players than 1000 random jerks.

So before you blame a server about its population, first think of what you did as a player for this server. GMs and Admins are here to offer a good server, not lick any asses.
