I read somewhere that the third box was for "vitamins" and that it was only implemented in Korea? But I have seen them in my server, so unless there is a regular way to get them, I guess you get them through events.

Item that raises a S-Grade weapon's enchant rate by 10%. Can only be used on items with 3~9 enchants
