Best IL low rate closest to retail is www.l2queen.com

It's 2x, balanced rates, no donations for items and stuff. Just lacks a bit more of population, still it's growing.

There's also www.lineage.ru - 10x, has up to top b-grade donations, including quest items, moonstones and stuff like that. Donations aren't good, but it reaches 12k online at peak time (maybe it's fake, but still I would say it has 6~8k MINIMUM online). Bad thing it's ru community.

Besides that, I do not know any good IL server.
