That is big lie. Admin on dex said repeatedly that they are going to coop with russian server lineage.ru and I can even find you his posts on forum about that topic. Also lineage.ru put info in their main news about server that it's gonna be coop with l2dex so why would they lie? Get your things straight.

This server won't have: newbie guide or cat guide - so no newbie buffs, no newbie weapons, no shadow coupons, you can't get shadow weapons even on drop - this sounds like old school feature to me and I love it.

Newbie Guide - don’t provide weapon for beginners and travelers.
Common Item, Shdow Weapon - is not sold, and removed from the droplist.
Restriction: max 9 clients ( l2 windows ) from 1 computer.
Offline shop, that will work only if char have Offline shop scroll, that will be saled for TOD’s ( Donate ), but price will be very cheap, to have live market. Not only offline shopers.
