The chance is only for the land rate of the fear,u can ench it to make +190 dmg, which will directly kill the mob. Physical skill. I didn't find any changes to it in the Patch notes so isn't changed i think. The lethal rate depends on the lvl of the skill and ur lvl.
P.S. Always bring a bow with u when u farm this way, with always I mean ALWAYS.
If u farm in woa, don't farm in the room near the tts parts npc, go deeper where are the fat angels, less ppl, more mobs :).
