According to the quests section in this site if you collect 1200 Torchs from the Gather the Flames Quests in Forge of the Gods and give them to this NPC(Rooney) you can select the recipe you want. I heard that this NPC changes locations aroud Forge of the Gods. But what I wonder is:
I play on a C4 server and doing this Quest. However I wonder if this NPC is also in C4 servers or only in C5+ servers. Pls help me I want to find it out.

I don't think anyone does but it's simple : make a macro with /target rooney , take a BD with shadow with you and go look for him in both of FOG lvls.
There's so many spawn locations , no1 knows exactly. It's not like Master Toma (scavenger quest) wich is easy to find, because he spawns only in 3 locations. This one can spawn in more then 10 places.

I have a sub TH and searched all the rooms in the forge of the gods 3 times with macro but nothing :/ for this reason i asked whether it is on C4 servers or not.

Ofc it exist . FOG / IT quests including 4goblets existed in c4.
