Ok how i get tatoos not dyes.I heard i must do a quest but searched and nothing :(Helppppp)

Tattoos (of absolute, of Pledge, of divine, etc.) never worked on retail servers. They are only in database, and probably was an NCS project, but abbadoned (like cloaks & undergarments).
So,
~ if u play on an retail-like server u'll never find an quest, because isn't an "official" quest.
~ if u play on an custom server, u need to find specific information about those items on server site/forums or players who already get those tattoos.

undergardments are on retail since CT1 (but not as suit as it had to be)
