It was changed in the Freya update if I recall correctly. Most of the standard leveling summons have 0% exp penalty in H5, so you can level up much faster compared to the older Interlude days.

Yeah, that distance thing is definitely one of those old Lineage 2 rumors. I have heard similar claims about BD/SWS positioning, but never saw anything solid showing that standing closer actually lowers the MP cost.
