I think the only decent server that started recently is elmorelab x5.

TL;DR
Reborn x1 is good, go give it chance.

I'm currenctly playing at Reborn x1 and it feels good. Game is currently on Gracia Final, so vitality system is in game. It speeds up leveling a lot and not everyone likes that. I use to spend vitality exp on mobs i want to spoil for good drops and not specially good XP amount so i am able to make a lot of cash to afford higher grade equipment when it's needed without leveling too fast. Also Adventurer's Guide buffs are extended to 62 lvl.
Players online amount is fine, i heared it's mainly around 2k. There's plenty of shops, usually there's someone to party up. Sometimes i have a feeling that someone is boxing but it's really rare and on low populated spots.

In February there will be opened x3 catch up server to be merged later with x1, so it surely is an option to join game.
In October x1 goes from Gracia Final to Gracia Epilogue.
In November fresh x1 C4 server will be started. <- Can't wait for this one to be started :)

Like someone on some other forum said, just hop in to the server you are interested in and try it for yourself.
