Yes, you may be right about that. Since some gracia features are implemented, if I recall accurately tanks had their pdef upped.

What? I just said majesty isn't working properly. Look. Get a pala in l2calc. Turn majesty on, and calculate the pdef that it gives. 15%. Remember the base pdef you have. Then put shield lvl 3 on. Activate majesty, and calculate how much pdef you got. You got more pdef, because of an l2calc bug. I repeat, buffs increase base stat not final stat.

That formula is correct, I didn't comment on it. Follow the formula and you will see that majesty doesn't fit into it. (based on l2calc values)
