wasnt it a reward from the ~lvl 35 quest where u used to get the OL amulet b4?

No ! Coins of luck can be active or inactive on your server , better ask your admins how you can get them .
Usualy is just a bank system storage just like the Gold Bars but on some private servers the admins use them for donations/buy items/ rewards / events and so on.
Few servers use this "forgotten item" this days...and usualy they are in donation list or voting reward.

On some servers you can trade :
- adena for gold bars
- ancient adena for coins of luck
