A softer game. Possibility of two clients per person, customization options, we have a very good team, protection from bots and prohibited software, no wallhacks, we will make every effort to combat RMT. And we have a wonderful assembly =)

The concept of the Keltir x1 C4 server will not have progression.

If there is no progression, why would you pick C4? C5 would be a much better choice for that type of server.

The issue with C4 it's not the sleep, it's not the cancel, but the EE's infinite recharge, this will result in funneling everyone into mage classes that have sleep and cancel. At the end game everyone will be either mage or mage support.
Unless Zonner proposes something to counter the infinite recharge it would be unwise to start with something but those 2 classes.

the server will close 2 months after launch with population of 3.4 people online as all c4 servers for the past 5 years

Nah the server will do fine, there is enough russians that fail on ElmoreLab and are looking for new server. It's definitely going to be 100% Russian population though, no reason for anyone else to play here.

russians always play with "help"

the russian l2 scene spits out new l2 server of all chronicles every 2 weeks, its not like this will be the savior and one of a kind

We have some pretty good bot protection installed. We'll be keeping a close eye on that

Indeed. Especialy 36 lvl archers, stuns you, and they wait to take your items! :P
Anyway, i will join to Keltir and i hope to see some english chat even once per day :P
