I think the adena rate should be higher, specially when u have vitality. If its retail-like u will have x9 EXP woth full vitality and adena x1... that sux. It should be at least x2, but since its a new server I'd put x3 and later either make EXP x4 or adena x2

You know nothing of vitality. Vit 4 which would give you 9x lasts maybe 20 minutes, then in another 20 minutes it drops to vit 2 which is what most people will be exping with. You'll be with 6x or lower 90% of the play time unless you play less than an hour a day.
