is hard to find a server what not allow dual box...why? because:
1. u need to have good devs what make a server side and a client side what will block dual box, bots
2. u need to have ppl.....what will play on...:D no dual box is hard to have 100 ppl on if u are not a Brand .... so all new servers allow dual box
3. if u have that system what can block dual box but u are new server u let ppl to come in 2 box...why/?? because u need ppl ..and ppls not play alone...(l2raidarise have that...but we allow 2 box) if i remember well dex allow too..just in weekends not(and dex have ppl)

my advice is: search a stable server (i dont like dex(coruption), azure(same lags like older supreme + to much ppls on for a C5 maybe for a gracia is perfect but for a C5 are to many), try l2liona I heard nice things about (maybe will be some problems with language ..but idk ..looks nice))

is rly hard to find perfect server:D in your point of view. and if u do that...u will end like me:| u will make your server(in case u love programming or u have $ to pay devs) but will be disappointed after a while... why coz u need to take care of server and u will can't play, if u have enough time, u be accused of corruption..so u will dont play... then your l2 life start suck... and u will start search another game:P

SO SEARCH A COMMUNITY WHERE TO JOIN DOSENT MATTER WHERE h/low rate... just FUN MATTER!!
