Yes, it is. After vote u receive coins with one you can exchange for items supporting your gameplay.

I just logged in. Some info:
Community page is fully working, with all stats and player control panel.
Connection form Poland stable, latency = instant. Seriously. I have like 10 ms.
Max camera zoom is limited to very very distant, player's client's shortcuts can be assigned only after logging in.
Vote manager works from community page ingame.
There are player characters already in starting towns.
Players receive beginner packs no-grade and d-grade in box.
Account create automatic on logging-in.
And the ingame NPC mobs aren't stuck in places to face one direction, but move around like on OFF client servers.

More info:
it seems like a short-term server.
Admin slightly changes items in custom NPCs and in shops without posting this in changelogs anywhere (for example, there used to be blessed enchant scrolls for vote coins, now they're gone)
there is donation npc with top A items (which are better than in luxury shop)
the server's life oscillates around farming, no partymaking inbetween random players.
