Because there is Lineage2.com
As there is NA Lineage 2 there is also RU L2. Simple.

Unless you live in Russia you cannot connect to the servers as, like Korea, they use an IP restriction system that will not allow any IP outside of Russia to connect.

open ur language menu and change the regional settings to russian
