The best low rate Interlude server right now is L2Dawn, 4 months up, stable with active community, online gms almost everyday, events etc ...oh and NO donations

I guess it's around 350 unique players, which added to boxes and shops make up to 1k~. Is not that bad considering it's Interlude and everyone is at the same spots always (cata, varka, hotsprings). There are people who said they haven't meet anyone outside of city, that's totally false. I have around 7 chars, and from lvl 1 I have always meet people during exp at common places (EG, catas, cementery, VoS...)

there is only 2 clans with war, the rest only farm until they are 80 and get S grade, otherwise they won't fight back.

About sieges or mass pvps, I haven't seen any at all. PVPs in Dawn are rather a kind of skirmish, ganking enemies when you see them farming or doing RBs. In fact, yet I haven't seen a full PVP party.
