 Post subject: How can I learn a Forgotten skill?

Hello everyone, I've made a Shilien Elder to a lowrate, and yesterday I earned Forgotten Scroll - Improve Critical Attack but no master shows me this skill into his list, also I can't double click on it and learn it, so how can I learn a forgotten skill?

Your help will be appreciated, thanks.
