A level 74 skill (+0 pre 76 skill or blue line on graph) used on a level 74 target would make no difference but when the target's level gets higher, your skill will suffer some loss in effectiveness like lower land rates and stuff. If your skill level is higher than the target's level, you'll get a bonus instead. Not every skill has this bonus/loss either and some are effected more than others. (this is what I think it means, if someone can tell if I'm right or not, I'd appreciate it) confirmed |
