What about the fighters "Active Magical" skills? What influence their land rate?

Skills like the Drown's Hex, Power Break, the Elven's Entangle, the Human(knights)'s Shackle

And these others debuffs, they're based on M Atk right? But how can their land on the enemie, if your M Atk (sometimes) is (very)lower than the M Def of the target?

It's always M Atk against M Def? There's a "side" chance to land these types of debuffs?

Imo, should be m.att? Not sure but that. There's this elf knight who entangle me so much x.x +15 chance OMG

hex and powerbrake are magic so they are influenced by matk and you can increase the land rate with Bsps and magic weapon.

Arrest/shackle is physical skill so not influenced by anything except atk speed

don't know for entangle.

BTW, if you want to know, do the test by yourself, activate auto bsps and cast the skill, if the bsps recharge, the skill is magic.
