well i dont play somewhere now i search for a good server that i would like to join.... i play at gracia final and i think all skills reuse time have change and not affected from dex or wit...maybe for mages casting speed affect reuse time of skills yet or augment.. my hero's duelist tss +11 had about 1-1,5 sec reuse time :) but i dont know about augment reuse time...

not dependant on c/atk spd
for example active emp has 5 min delay
