if u play l2j I think u cant , if u play l2off (or if works in your server gracia continent + mobs/quests) , u have to go in gracia continent and take some quests there , kill some mobs to get some q items/drops , then exchange them for Elemental Crystals --> add more atribute to your wepon with that crystals.
