Someone on youtube gave a very good explanation.
She was passing by the street while they were shooting the movie. So she covered her face with her purse and told the camera man to stop filming her

I read about that on a "supernatural-related" magazine. Well, that clip is real. It's from Charlie Chaplin's "Circus" released at 1926, if I remember well. No idea what it really was, but it sure is interesting ;p
