You can dual-box with or without PA - it doesn't matter. Don't know how was before they allowed it, because I didn't buy PA, but on ruoff you can dual-box only if you have PA, maybe that was the case here too ... but nvm it is allowed now for all.

To end confusion:

At start nobody could box
Now everyone can box (2 clients)
Game doesnt run on virtual machine, and Icarus that trick wont work
